The Ukrainian Ministry of Internal Affairs is set to implement a groundbreaking digital transformation of the car sales and registration process. The Minister of Internal Affairs, Igor Klymenko, recently revealed in an exclusive interview with Interfax-Ukraine that in June, it will be possible for car buyers to register their vehicles directly in the dealership. In August, the Ministry plans to introduce an online platform for the purchase of license plates, and by September, the entire process of buying and selling cars will be digitized through the use of a cutting-edge platform, DIYU.
The Use of DIYU
According to Minister Klymenko, the use of the DIYU platform is set to revolutionize the process of buying and selling cars in Ukraine. With DIYU, a seller and buyer can conduct transactions with just two smartphones. Technical expertise will no longer be mandatory, eliminating the need for individuals to stand in long queues or offer bribes to officials. Technical expertise will only be required for the first registration of the car and at the request of the buyer who wishes to verify the car’s technical condition.
Registration of Vehicles in Dealerships
Starting in June, citizens will be able to register their newly purchased vehicles directly in the dealership, eliminating the need to visit service centers. When a person buys a car from a dealership, they will receive their registration certificate and license plate on-site. This will make the entire registration process more efficient and less time-consuming for the customer.

The online purchase of license plates will make the entire process more streamlined, providing citizens with a more efficient and effective experience.
Cancellation of Transit Numbers
The Ministry of Internal Affairs plans to cancel transit numbers, which were issued to approximately one and a half million people annually. This move is set to improve the efficiency of the vehicle registration process, ensuring that individuals no longer need to wait in long queues or visit multiple government agencies to obtain these numbers.
Demand for Affordable Cars in Ukraine
According to earlier reports, affordable cars with a cost of $1-2 thousand remain the most popular in Ukraine. These cars accounted for 32.8% of the total number of customs cleared in March.
