These are “peek-a-boo” strands, ie hidden strands that are pulled out exclusively on the lower part of the hair.
Although they look great in a subtle variant (honey-blue strands under brown hair), the most popular version of hidden strands is exactly the one in crazy shades that appear under black, blonde or brown hair.

While they may seem very drastic at first, the great thing is that when you get bored, you can simply repaint the hidden strands in a different color, and even until you achieve the desired result they won’t stand out nearly as much as regular strands like balayage.
